Kazakhstan citizens can turn in illegal weapons and get real money for them, Daryo correspondent from Astana reports.
To date, citizens have voluntarily handed over 951 weapons to the police, more than 13,000 cartridges for rifled weapons, totaling about $140,286, according to the Ministry of Internal Affairs of Kazakhstan.
This year around $192,893 was allocated for the program, but in some regions of Kazakhstan, the budget has already been fully utilized. Citizens are reportedly not brought to criminal and administrative responsibility if their actions do not contain elements of another offense.
“As for the issues of material compensation, the amount of payments for voluntary surrender depends on the type of weapon, and its technical condition and varies from $74 to about $756 for each unit. The amount of remuneration is determined by the commissions created in each police body of the region, city and district,” said Asylbek Idrisov, head of the weapons control department of the committee of the administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan, at a briefing.
Items and substances are not recognized as firearms, ammunition, or explosives, or registered in the information systems of the Ministry of Internal Affairs as “Registered” or “Criminal”, meaning that the weapon was previously registered or stolen, or lost. For self-made ammunition, as well as cartridges for smooth-bore, gas, and traumatic weapons, payment is not provided, the department added.
