Human Rights Watch published a report detailing the mistakes that Bishkek and Dushanbe made during the military confrontation on September 14-17, 2022.
Human rights activists conducted 86 interviews with 69 witnesses, as well as relatives and friends of those affected during the conflict in order to write their report. All surveys were conducted anonymously and only on a voluntary basis.
Numerous "violations of the laws and customs of war" were recorded. All this led to the fact that a large number of civilians were killed, and much damage was done to the infrastructure.
The organization called on Kyrgyzstan and Tajikistan to conduct a comprehensive investigation and punish those responsible. Experts believe that this will lead to an increase in trust between the countries, which will contribute to the settlement of the situation on the Kyrgyz-Tajik border.
For reference: during the military confrontation on the border on September 14-17, 2022, 63 Kyrgyzstanis were reportedly killed, of these, 48 are servicemen. The total number of victims was 206 people. 145 soldiers were wounded. 140,000 people were evacuated.
The conflict began over the water distribution point "Golovnoy" in the upper reaches of the Isfara River, near the Tajik village of Khoja Alo and the Kyrgyz Kek-Tash.
The Kyrgyz and Tajik authorities believe that it is on their territory. When agricultural work is carried out in spring and summer, the contradictions between countries regarding water irrigation sharply aggravate.
